Prior to annexation of this 1800-acre parcel to the City of Pueblo, NorthStar was hired by Horizon Communities to prepare complete Master Planning documents. A Master Drainage Plan was prepared which analyzed drainage conditions and improvements for the 1800-acre site and a 2500-acre tributary drainage basin. The Master Drainage Plan also included analysis of regional, extended detention basins; flood plain analysis; review of a dam failure analysis (St. Charles Reservoirs); open channel designs utilizing water quality and water harvesting techniques; and an analysis of the capability of existing Lake Minnequa (within Pueblo City limits) to receive runoff from the site.

A Master Transportation Plan for the site was prepared utilizing the City of Pueblo’s existing transportation model. The need for and locations of major and minor arterials and collector streets were determined and a detailed signal progression analysis was prepared. Impacts of the project on the City’s existing transportation network were determined and an analysis of Interstate No. 25 and a future interchange was completed.

A Sanitary Sewer Master Plan was prepared which projected wastewater collection and conveyance facility requirements for the 1800-acre site and the 2500-acre tributary area. Preliminary facility sizing and routing was completed and detailed cost estimates were prepared.

To support the services listed above, NorthStar completed an annexation plat, detailed topographic mapping and title research for the entire 1800-acre site. Design, construction inspections and construction staking of utility, transportation and drainage facilities is on going.
