NorthStar Engineering and Surveying, Inc. was hired by the St. Charles Mesa Sanitation District to prepare a detailed Sanitary Sewer Master Plan for approximately 5,000 acres of rural/suburban development in Pueblo County. The Master Plan proposed the construction of approximately 96 miles of new sanitary sewer mains within the District boundaries, 2.5 miles of new sanitary sewer outfall line and a new 3.0 MGD wastewater treatment facility.
A Phasing Plan was also prepared which recommended and detailed seven project phases of approximately equal cost. The construction phases were developed in a manner to provide initial service to highly populated areas such that project costs and income from service connections could be balanced.
In addition, NorthStar has been hired by the District to provide coordination with various funding agencies for the project, and to prepare a Site Application, Facilities Plan and New Technology Variance Request for the proposed Wastewater Treatment Facility.
